Anderson County Designated as Federal Recovery Zone
ANDERSON — Anderson County Council members voted Tuesday to declare the county a federal recovery zone. The designation allows the county to qualify for millions of dollars in federal stimulus funds. “We are (a recovery zone) because of a decrease in the job market, so many plants closed down and unemployment is so high,” council member Gracie Floyd said. Following the unanimous vote during a Tuesday council meeting, the county will act as a conduit for a $4.5 million federal loan that will go to and be the responsibility of the South Carolina Research Authority. “It’s low-cost financing that private or private/public partnerships can avail themselves of,” county attorney Mike Pitts said. “The county is not going to have any monetary obligation and it won’t affect the county’s bond capacity.” The state research authority will use the $4.5 million to build a facility that will house its own offices along with start-up businesses focusing on advanced materials. The building will be near Clemson University’s Advanced Materials Research Center, which is in Anderson County. Julia Martin, chief financial officer for the South Carolina Research Authority, said part of the group’s mission is economic development. “This will help us attract and grow business in the county,” Martin said. She said the company employs about 20 people directly now and expects to grow to about 50 in seven to eight years. The county has qualified for $14 million in recovery zone facility loans, which is where the South Carolina Research Authority received its $4.5 million, and additional money in a second type of recovery zone loans. The remaining $9.5 million in facility loan capacity is still available for the county until the end of the year but there are no plans now for the county to seek that money for itself.
